Dear Comrade,
Kindly accept my congratulations on your unanimous reelection as the General Secretary Of BSNLEU at the just concluded All India Conference in Mysore. Hope you will bestow your undivided attention hereafter to get the third Wage revision in BSNL. I read your All India Conference resolution on the third wage revision in BSNL. I have noted a point in the said resolution that if within a “ reasonable time” Wage revision was not implemented with 15% fitment benefits AUAB will organise agitation once again . 
You know already two years have passed since 01-01-2017 , the date of implementation of Third wage revision. So I could not understand what you mean by “ a reasonable time “?. Kindly spell out the exact time frame as thousands are retiring from BSNL every month. Due to the delay in implementation of IDA Wage revision in BSNL unjustifiably the Pension revision is also kept pending for the BSNL Pensioners who have opted from DOT in 2000. 
There are information that our CMD himself informed Union Leaders recently that the Affordability clause mentioned in the third PRC is not applicable to non- executives wage revision but applicable only for Pay revision of executives. Is it true? We know there are different methods applied for Pay revision to the Executives and Wage revision to Non-Executives in BSNL. The Non- Executives Wage revision is done by bilateral negotiations between the management and the recognised unions whereas Executives Pay revision is decided by a Central Government appointed PRC whose recommendations are common for all the executives in all Central PSUs. In this different scenario I feel the linking of Executives Pay revision with Non- Executives Wage revision itself a wrong approach by AUAB . Kindly reconsider this decision so that delinking is done at the earliest.
Further it was circulated that in the discussion with Hon’ble MOC on 03-12-2018 , the Minister and DOT officers have indicated that they may consider Wage revision but 15% fitment benefits as demanded by AUAB will not be given ( Circular by AUAB dated 13-12-18). You have agreed to that and deferred the indefinite strike indefinitely. Now your Mysore AIC resolution demands that you will not settle for Third wage revision with less than 15% fitment benefits . This is contradictory of AUAB stand circulated on 13-12-18. I appeal to you to inform us the actual position and not to create unnecessary expectations among the non executive employees . As you are aware during the second Wage revision negotiated by BSNEU in 2009 as the only recognised union in BSNL you have agreed to the management proposal to postpone the negotiations on all Perks & allowances till the financial position of BSNL improves. But till this day you didn’t raise this issue with the management resulting in the non- revision of allowances from 01-01-2007. But without any sensitivity the BSNL management has once again informed all concerned that the allowances will be frozen to the level as on 31-12-2016. This is a most retrograde step by the management when the price of all essentials go on increase unstoppable. BSNL has officially informed the DOT at the beginning itself that no discussion would be held on allowances even before the Joint Wage Negotiations Committee begins its work in July 2018. In this background the absence of anything regarding revision of allowances in your Mysore AIC resolution is baffling me. Kindly ponder over the above points raised by me at the earliest as employees are a frustrated lot and completely in the defeatist mood due to the indefinite deferment of indefinite strike planned from 03 rd December.
