Appeal sent by NFTCL (CHQ) to Shri.P.K.PURWAR, CMD / BSNL on email to arrange payment of wage arrears to thousands of Contract Labourers throughout the country immediately to meet both ends in these hard days of LOCKDOWN clamped due to Covid-19 pandemic

Respected Sir,
On behalf of National Federation of Telecom Contract Labourers (NFTCL)
I submit the following for your kind consideration and urgent action.
As the Government of India has clamped 21 days national Lockdown to stop the spread of novel corona virus . You are fully aware that the worst affected due to this Close down are only poor daily wagers, migrant workers, casual and Contract Labourers .
BSNL is currently employing nearly eighty thousand Contract Labourers throughout the country and their wages were not paid for the last ten months continuously. You will agree with me sir that it will be impossible to maintain family without wages for such a long period of time
to any human being. Despite this these unfortunate Contract Labourers are left high and dry by your Management. Any number of representation/ Court cases to ensure the payment of wages and wage arrears have so far fallen on the deaf ears. Although Your Management is trying hard to ensure the monthly salary to the regular employees besides Leave Salary and Ex-gratia amount to all those who have availed VRS promptly , inhumanly your adminstration ignored the responsibility to ensure the livelihood of Contract Labourers as a Principal Employer.
NFTCL in the recent past met both the Labour Minister ,Hon'ble Santhosh Gangwar and Chief Labour Commissioner in New Delhi to persuade the BSNL management to clear the wage arrears of ten months to all Contract Labourers under it , unfortunately nothing moved in a positive direction so far resulting in 11 suicidal deaths of Contract Labourers in many states including Tamilnadu, Kerala, West Bengal and Assam.
Now due to the Lock Down announced by Hon' ble Prime Minister from 25/03/2020 the pathetic condition of our Contract Labourers is alarming. Hence I appeal to you to intervene urgently and use your good offices with DOT to arrange for the wage arrears to the thousands of Contract Labourers employed in BSNL. Hope you will understand the agony of starvation among the familes of our daily wage earners/ Casual and Contract Labourers. Thanking you in anticipation Sir.
